NCJSC “Holding “Kasipkor” held a regional practical-seminar “Peculiarities of introducing an applied bachelor degree: problems and ways of solution” on the basis of the Zhambyl Polytechnical High College within the framework of the state task on organizing and holding events at the regional level to generalize the experience of introduction and implementation of innovative technologies in the organizations of technical and professional, post-secondary education (TVET) of the Republic of Kazakhstan, on September 21, 2018.
The aim of the regional seminar was to summarize the advanced pedagogical experience in the implementation of integrated educational programs of applied bachelor degree and use of mechanisms that promote the effective implementation of them, taking into account the role of social partnership in solving problems by integrating the interests of business and education.
The seminar contributed to the further introduction and implementation of the educational programs of the applied baccalaureate by the TVET organizations. The practical-seminar was attended by representatives of the Ministry of education and science of the Republic of Kazakhstan, Department of education, TVET organizations implementing educational programs of applied baccalaureate and universities of Almaty, Turkestan, Kyzylorda, Zhambyl regions and Almaty and Shymkent cities, as well as partner organizations of the Holding and the regional chamber of entrepreneurs.
During the plenary session, the participants considered and discussed the following issues:
– Conceptual approaches and methodological support of the process of implementing applied baccalaureate in the Republic of Kazakhstan.
– “Prospects for the implementation of the applied baccalaureate in the Zhambyl Polytechnical High College”
– Experience in the development and implementation of applied baccalaureate in “Nursing” with the participation of FUAS and JAMK (Finland) experts in the higher medical colleges of Kazakhstan.
– “Practice-oriented education as the key to the effectiveness of applied baccalaureate”
– Experience of the European Credit System for Vocational Education and Training (ECVET) as one of the tools for learning outcomes transfer between levels of education: TVET -applied baccalaureate – University.
The section of the seminar was organized in four directions:
– ways to ensure the principle of practice-oriented in the development and implementation of integrated programs of applied baccalaureate taking into account the requirements of the employer;
– development of the draft package of documents providing effective “employer-College-University” relationship;
– development of internal quality assurance system in the implementation of educational programs of applied baccalaureate;
– practical use of guidelines for the development of educational programs of applied baccalaureate.
The heads of the working groups were the employees of the Holding, the experts of Independent Agency for accreditation and rating, heads and teaching staff of the basic colleges of the Holding.
At the end, based on the results of the conference, following proposals and recommendations were developed for TVET organizations aimed at improving the efficiency of the process of implementation and realization of educational programs of applied baccalaureate.
- To actively involve teachers with a scientific degree, masters, engineering and technical workers, who
have extensive experience in the workplace, in the implementation of educational programs of applied bachelor degree.
- To promote cooperation of colleges, universities and employers on the implementation of educational programs of applied bachelor degree with the further employment of graduates in accordance with the need of the region for personnel.
- To study the activities of higher colleges with experience in implementing applied baccalaureate on the organization of the educational process and effective interaction with employers.
- To continue the training courses of TVET workers on the basics of implementing the quality management system in the educational process.
- To continue the training courses of TVET teachers on the problems of development and implementation of applied bachelor degree programs, credit technology training, transfer of credits based on the results of training, training tutors and office-registrars.
- Recommend to study the experience of the ECVET as one of the tools for transferring learning outcomes between levels of education TVET- applied bachelor-university.
- To consider issues of legal support of the interaction of educational organizations with employers, which has a pronounced economic effect for partner enterprises.
- To consider the issue of entering into the Unified Tariff-Qualification Reference Book of the works and professions of working requirements for the availability of post-secondary education for citizens of the 7th and 8th grades of working qualification.
- To make changes and additions to the Standard rules for admission to educational institutions that implement post-secondary education programs: provide for an interview in the selection of applicants to determine not only the level of knowledge, but also the propensity for the profession, to assess the potential for practical-oriented education.

- Develop proposals for making changes and additions to the Typical Qualification Characteristics of the positions of teaching staff and persons equivalent to them (Order of the Minister of Education and Science of the Republic of Kazakhstan of July 13, 2009 No. 338), in terms of presence of requirements for preparing applied bachelor’s qualifications.
