In accordance with the requirement of state tasks (Contract No. 153 from June 20, 2016), the Department of training and methodological support is working on the development and implementation of educational programs in eight specialties of the technical and professional and postsecondary education (hereinafter – TVET) by attracting the best foreign organizations and Kazakh specialists from the organizations of TVET and/or higher educational institutions who have an experience in developing educational programs in the TVET system.
In the framework of the state tasks, the following points were made:
Needed specialties were identified for the development of educational programs;
The selection of domestic and foreign partners was made to advance the development of educational programs. For the selection of international partners (expert associates), the necessary documents (technical specification and request form of the service cost) were sent to the following foreign companies and organizations of education: LD DIDACTIC Group (Germany); Dreberis (Germany); TVET UK (United Kingdom); Pearson (UK); Dudley college (UK); Warwickshire College (UK); Regionaal Opleidingencentrum (ROC); Mondriaan (Netherlands); Jyväskylän ammattikorkeakoulu (JAMK) (Finland); Technical and Further Education (TAFE) (Australia); Institute of Technical Education (ITE) (Singapore). For the selection of Kazakhstani partners (expert associates) on the development of educational programs, the monitoring of TVET and higher educational institutions was made where specialists are trained from the “List of specialties for the development of educational programs in 2016”. Information about the selection of partners (experts and subcontractors) was brought to potential participants by sending them letters of invitation;
In accordance with the schedule of activities for implementation of the state task on development and implementation of educational programs, on July 20-21, 2016 a 2-day training workshop was held on the development of educational programs. Representatives of MoES RK, staff of the “Holding “Kasipkor”, expert associates from TVET and higher education institutions as well as employers attended the seminar. The seminar was organized to discuss the main features of the competency-based approach to develop educational programs with the participation of foreign experts.
For the period from August 31 to September 2, 2016, a round table was held with the participation of Jan Bach, a foreign expert and developer and representative of “Dreberis” (Germany). The round table was attended by experts and developers in the following specialties: 1518000 “Electrification and automation of agriculture”, 1504000 “Farm”, 1225000 “Production of meat and meat products”, 1414000 “Furniture production”. The round table was organized to discuss the development of educational programs. Mr. Bach introduced himself and the company “DREBERIS”, he also told about the cooperation with “Holding “Kasipkor”. He gave the definitions of the terms “Subject” and “Module” and provided some differences. Kazakh experts and developers presented their projects on developed educational programs. According to the results of the round table, the recommendations were made for the development of educational programs on the basis of the competency-based approach. According to the results of the round table, recommendations were designed with the involvement of all stakeholders.
On September 19-21, a round table is scheduled with the participation of foreign expert and developer and representative of Dudley college (UK).
